Promotion issues of engineers, solution

Since 2012 we were talking about issues in promotion for ae and above. All other employees gets promotion on regular interval. Due to this field engineers end up with lot of mental stress. Hence propose following.
1. We can create or regroup places based on experience gained by engineers.
2. Each section shall be classified based on energy transactions.
3. Moolamattam is headed by dyce, and followed by other engineers . This is the same strategy in all other business units like banks and other industries.
4. (I)New aes or 0-5 years experience may be posted in substation for gaining experience, learning regulations etc. (II)After that ae shall get a grade of ae (hg). All those with hg will be posted in relevant section office based on revenue/ energy transactions. (III) ae(hg) to Aee when he gets grade promotion. Eligible for safety manager places. And other places or sub division based on revenue (IV) Aee (hg)15-20 years etc.
In this way an engineer gets responsibility and promotion.
5.We also recommend independent charge for safety engineers as per CEA.
6. QAP assurance team for purchase and work
7. Commissioning engineers for protocol executions
8. Testing team with more tasks to take up the works from other utilities or entities ( pet) etc.

So let's discuss our promotion solution with other engineers and get maximum support

For section office classification consider section area also. For substation s classifications consider no of 33 kv substation a under it and the distance between them. Same is with grid substation s also.
