How DA promoted as AFO and posted in DA post itself..

Pl. see the Board order by which eight Divisional Accountants are promoted to the post of AFO and posted in the DA post itself.How it is possible ? Is there any sanction from Govt. to upgrade the DA post? As far as AEE post is concerned we are waiting for upgradation of AE place for the last three years.
